Biting

My 4 year old is pretty much non verbal after a bad bout of ear infections and hearing loss. He has been diagnosed and we are really struggling with biting! He has just started a new nursery and has already bitten the teacher twice. He has a chew buddy with him at nursery which he uses a lot but this seems to make the biting worse which makes no sense to us!
