We decided to move to Colorado because there is better school system, and figured its a bigger city there will be better services . You son should qualify for services through the public school system if he's over 3 years old. Before three he would qualify for early intervention. Call your school district and they'll direct you to the appropriate services, even if your child is under 3 they should have the number for early intervention.
{{{hugs}}} We've been waiting on ABA for over 1.5 years because our old health insurance claimed they were not subject to the state mandate, but the Regional Center claimed that they were. Each of them tried to say that the other was responsible for paying, and we could not afford to pay out-of-pocket while the issue got resolved (even if we later won reimbursement, we couldn't pay the upfront costs). As of Jan. 1st, we had different insurance that did cover ABA, so DD had an eval. But we're unfortunately losing that coverage as of March 1st, so it's back to the Regional Center. I did speak with the supervisor and she said it will be covered once they have verification of DD's Medicaid enrollment. The agency is a vendor of both our most recent insurance and Regional Center so hopefully there will be no further delays. But who knows when she'll finally start receiving ABA.
Full day kinder is fee based here too but we didn't end up having to pay for it. Our IEP team said that half day kindergarten is very focused on academics (learning to read, write etc) because that's all they really have time for. Full day has much more time for social opportunities and that's really the part my kids needed more because they're advanced academically. So they wrote full day into their ieps and we didn't have to pay.
You might try bringing up that argument in your next meeting.
Also, if you feel that his educational needs aren't being met then you can bring an advocate with you to meetings. Try googling "educational advocate" and where you live and hopefully you can find someone to give you some guidance.
The school he's going to is not a good school . Next year he's approved to go to a better public school however we do have to pay $300 a month .. For full time kinder it does not matter if he has an IEP
