Great idea! We can definitely incorporate the scanning mechanism which may identify them, but just to gain more insight, why do you prefer the scanning mechanism? Why not just engrave the contact details on the band which the child is wearing?
Secondly, for the lock that you suggested, would you be comfortable if I tell you that you can set a virtual fence on your smartphone application? Alarm may sound when that gets breached! So, in this case, when the child tries to open the door and wander off, the parents may be alarmed.

possibly a GPS chip in the form of a necklace, bracelet, etc. that can be scanned and will identify them, their parents and their residence address and contact number. A possible locking mechanism on the door that can only be unlocked by the parents or thumbprint accessible only to parents.
