When my son was younger he hated to have clothes on. We had to work with him to keep at least pants on in the house. My son is 15 years old and even to this day he will only pants when we are inside.

Yes, this is an issue for my son. Some kinds like the shocked reaction, sometimes it's a sensory thing and the kid doesn't like pants. My son will also do this if he is wet and needs assistance.
