It is Medicaid you would be applying for if it is a minor. You cannot get Medicare unless you have actually worked and paid into the system. You have to contact your states social services department or you can go to Medicaid.com and there is information there.

I don't know about Medicare, but we have TEFRA (Katie beckett) Medicaid for our son. Medicaid based on the child's disability not income.
