Is your son verbal and does he understand when u explain why he shouldn't bite? I hear social stories work very well as well as distraction. Find something more rewarding and motivating that biting his brother. Maybe find out why and when he started biting and if he can explain his need for it? Give him a teething/chewing stick perhaps? Kids with oral fixation usually do well with a chewing toy.
