I have been trying to get my daughter an IEP since last school year. They've always said she does not qualify. I've since discovered that they were not telling the truth. The district has continued to stall the process. She is on a 504 currently, that simply says she is referred to day treatment. We never had yo get an actual attorney although we threatened the district about getting one. We did get an advocate that one of our state agencies paid for and that did the trick. We also involved everyone including the director of special Ed and the district superintendent when we were not getting what we wanted. The director was actually part of the IEP team because we requested it even though they did not want to be. We knew they were the one that was going to have to make the call on the treatment we wanted so we wanted them yo know what was going on and how bad things were. In the end this worked and we got what we wanted .
You might try to connect with a college or university research and/or treatment center. They are often hooked in to all kins of helpful things!
Have you looked at going up the chain of command ( only know the military term) ? My sons school district has what is called an ombudsman. This may be cheaper ? Also they have Advocates ( check your local communities for free).
I am not sure if you have looked into this but I had to get my child's doctor or doctors involved in pushing the school. Good luck!
