He is very clever at school but he got problems with his impulse control.i just cannot get the idea he can steal a bag full of snack just because he wants it.He do know that steal is wrong but he just take the snack that he wants.I worry that this behavior can cause problem in the future such as got reported to the police.

Sometimes we have to take cues from wherever we can get them. We wouldn't leave food out when there are bears around because we know the bears will work out ways to get what they want.
Your son is obviously not an animal but the same sort of lessons apply here - those around him need to realize that he's motivated to secure those snacks because he likes them. So those who have the snacks need to be the ones to properly secure their snacks if they don't want to donate them to him. Unfortunately, there might be a stigma to that, but it's something the school and other students just need to be aware of. These are just the facts.
And in other situations, it really means keeping a good eye on him because you're right - the police are often not trained in nuances. This may curtail some of the activities you can participate in or how you move through public spaces full of attractive targets, and that sucks, but because you're aware and mindful of it, that's a first good step to making sure you're helping guide your son away from the behaviors that can get him in trouble.
