When my son was younger he started his own dog treats " business" we found low cost recipes, he would help make the treats, and then he would sell them. He donated the money to the local Humane Association. It helped him with his reading skills, math skills, and social skills. Since it was done at his own pace he never felt overwhelmed.

See if your state has a Youth program through the state that pays for 'internships'. Then contact a local shelter or Animal Hospital that has boarding (those dogs need walked, etc., while their owners are away) and tell them they can get a free 'volunteer' for this job...then he can get paid by the state to do what he loves for a few months. This will also give him experience for a possible job doing this. If he needs a helper/companion, the state has those for families qualified. They can accompany him through his day, including work.
